Introduction

 

 

 

 

Scope of the Problem

There were 479 gang related incidents reported to the police during the course of the year. Of those incidents 48% (231) were gun related. Thirty Eight Percent (182) of the 479 gang related incidents involved drugs. The remaining 14% (66) of incidents were other gang offenses. 

 

Incident Type

            Forty eight percent, (n=231), nearly half of all the incidents involved the use of a gun. The second most common incident type was drug offenses, which occupied (38%, n=182), leaving other gang offenses the least common incident type (14%, n=66).

Month

            November had the highest density of incidents, at a rate of (11%, n=55). February and March had the lowest density of incidents of all the months (6%, n=29).

Police Shift

Nearly half of the incidents occurred during the Evening Shift (48%, n=231). The police shift that encompassed the lowest number of incidents was the Midnight Shift (22%, n=107).

Day

            The highest volume of incidents occurred on Thursday (17%, n=80) and Friday (16%, n=77). Monday had the lowest volume of incidents (12%, n=58).

Location Type

            The majority of the incidents occurred either in the Streets (29%, n=141) and in Cars (23%, n=112). Schools were the least common location for incidents to occur (1%, n=6).

Children Involved

            The majority of the incidents did not involve children as either witnesses or victims 89% (427).

 

Children Injured

            In incidents that did involve children, the majority of the children were injured in the incidents 77% (40).

 

Domestic Violence Involved

            Nearly all incidents did not involve domestic violence 98% (469).

 

Offender Age Range

            The most common age range of offenders is 18-24 (35%, n=167). In (27%, n=127) of the incidents, the offender’s age was unknown. The least common age range of offenders was 55+ (1%, n=6).

The majority of the offenders were male (86%, n=410). (10%, n=46) of the offenders had an unknown gender.

Type of Crime

            Firearms violations 13% (61) were the most common type of crime committed. B&Es, kidnappings, 209A violations, trafficking class D incidents, OUIs and Minor in possession of alcohol incidents were all equally uncommon (0, n=1).

            In gun related incidents, the majority involved an active shooting of a firearm or some other commision of a firearm in a violent crime 68% (158).

Gang Related Drug Incidents

 

            The Shannon Community Safety Gang Initiative understands the importance and dangerousness of gang related drug incidents and the effect it has upon the surrounding community. The Primary objective facing the Shannon Community Safety Gang Initiative at this time is identifying the who, where, when and how often drug related incidents are occurring in the community. The research conducted by the Shannon Community Safety Gang Initiative utilizes  comparisons of data throughout the course of the twelve month research project.   

 

 

Scope of the Problem

 

            Well over one third of all the reported gang related incidents involved drugs. Of the 478 incidents involving gang members 38% (182) involved either Class B drugs 69% (125) or Class D drugs 31% (57) therefore producing (182) drug charges which include Possession (28% 50), Possession with intent to distribute (51% 94), Distribution (11% 20), and Trafficking (10% 18).

 

 

Drug Type by Location Type

 

The Great Majority of where Class B drug incidents happen are found almost exclusively in four types of locations. Thirty three percent (41) of incidents involving Class B drugs occur  during traffic stops. The residence of the offender makes up 29% (36) of all Class B drug incidents.The next type of location that Class B drug incidents occur is in the Streets 20%, (25). Finally the fourth prevalent location type for Class B drug incidents is Parking lots 14%, (18). These four locations makeup nearly one hundred percent of where all Class B drug incidents occur 96%, (120). Eighty-eight percent (50) of incidents involving Class D drugs are encountered in just three types of locations. Similar to Class B drug incidents, traffic stops are the most frequent instance for Class D drug incidents 53%, (30) followed by Offender Residences 19%, (11) then the Street 16%, (9).

Drug Charge by Drug Type

 

Using the data comparing Drug charge to Drug type it is clear that Class B drug incidents outnumber Class D drug incidents in every type of drug charge. Possession w/intent to distribute had the closest amount of charges between the two drug types. Forty Percent (49) of Class B drug incidents involved Possession with Intent to Distribute, While 77%, (44) of Class D drug incidents involved this same charge. Incidents involving Possession charges differ because Class B drug incidents 33%, (41) undeniably outnumber the amount Class D drug incidents 18%, (10) by a greater margin. The majority of the Distribution charges 14%, (18) and Drug Trafficking charges 14%, (17) that are conducted by gang members is done so with Class B drugs as opposed to Class D drugs. Class D drug Distribution 4%, (2) and Class D drug Trafficking charges 2%, (1) combine for just 8%, (3) of all the Distribution and Trafficking charges between Class B and Class D drugs.

Drug Charge by Location Type

 

 

Nearly half of all the Possession charges are occurring during a traffic stop 47%, (24). Additionally, at least a quarter of each type of drug charge is taking place during car stops  (47%, 39%, 25%, 28%). Of the Possession w/intent to distribute charges, nearly ninety percent of them are taking place in just three types of locations 87%, (82). Traffic stops 39%, (37) are accounting for the most amount of Possession w/intent to distribute charges, followed by busts that are made at the homes of offenders 26%, (24) then incidents taking place out on the streets, 22% (21). Distribution charges and Trafficking charges are occurring less often than Possession and Possession w/intent charges at each of the location types. Thirty percent (6) of Distribution charges are taking place is within the Offender’s Residence. Similarly, the most common place for drug trafficking charges is at the residence of the offender 56%, (10).

Drug Type by Police Shift

 

 

Of the incidents that involve Class B and Class D drugs the majority of their encounters by police is done so during the Daytime shift and the Evening shift. Nearly ninety percent of Class B drug incidents were encountered by the police while on either a daytime shift or an evening shift 86%, (107). Class B drug arrests amounted to 37% (46) during daytime shifts. Although it was the evening shift 49% (61) that resulted in the most amount of Class B drug arrests. However, arrests involving Class D drugs were most often encountered during the daytime shifts 53% (30). While the evening shifts 37% (21) still remained more active than the midnight shift for Class D drug arrests. While the middle of the night may seem like a time that would produce more drug involved incidents, the midnight shift yielded just 14%, (18) of Class B drug arrests and only 11%, (6) of Class D drug arrests.

Police Shift by Drug Charge

 

            The majority of the arrests that are made during the daytime police shift are for Possession 34% (26) and Possession with intent to distribute 47% (36). Arrests for these two types of drug charges vastly outnumber the amount of arrests that are made during the day shifts for drug distribution 9%, (7) and drug trafficking 9%, (7). Evening shifts produced a slightly higher amount of arrests than the day shift did. This is displayed primarily in the possession w/intent to distribute 52% (43), Distribution 15% (12) and Trafficking 12% (10) charges being slightly higher than that of the arrest totals of the same charges during the daytime shift. Over half of the arrests made during the midnight shift was Possession with intent to distribute          58% (14). While the day time shift and evening shift had a relatively close amount of arrests, the midnight shift had drastically less arrests across each of the four types of drug charges only totaling (24) arrests whereas the daytime shift produced (76) and the evening shift produced (82). The Drug charge that occurs the most often, consistent with all shifts is Possession w/intent to distribute.

Police Shift by Location Type

 

Of the incidents encountered by the police during their daytime shifts, the most frequent was during traffic stops 39% (30). Car stop instances were clearly the most prominent type of location. Incidents occurring in the street 24% (18) were the second most frequent place of police intervention during the daytime police shift. The evening shifts had two types of locations that dominated the attention of the police. Thirty-five percent (29) of incidents police intervened in took place at the homes of the offenders and 34% (28) occurred during traffic stops. Over half of all the incidents investigated by police during the midnight shift also took place during traffic stops 54% (13).

 

The majority of encounters involving police occurred during Day Shifts and Evening Shifts. During those two Shifts, Traffic Stops and Offender residences were the most common instances for police to intervene.

Drug Charge by Offender Gender

 

            Out of the cases recorded by the department the majority of the drug charge incident documented for males was possession with intent to distribute 53% (87). The incident for males that followed for the second highest was possession 28% (46). For females the highest drug charge incident was also possession with intent to distribute 35% (6). Along with males the second highest incident for females was also possession 29% (5) but was followed more closely by trafficking 24% (4) compared to the males third highest drug charge which was distribution 11% (18).

Of the incidents involving Class B and Class D drugs for the males the predominant drug type was Class B 69% (113) followed by Class D 31% (52). For females the predominant drug type was also Class B 71% (12) followed by Class D 29% (5).

Drug Charge by Offender Age Range

         

               The majority of drug charge incidents between the age range of under 18 through 35 was possession with intent to distribute. The highest rate for possession with intent to distribute fell in the age range of under 18 67% (10) followed closely by 18-24 66% (46) and 31-35 50% (7). It was interesting to see how after the age of 35 the majority of the drug charge incidents document switched from possession with intent to distribute to just possession. The leading age range for possession was 36-40 62% (5) followed by 55+ 50% (3).

Drug Type by Offender Age Range

 

            Across all of the age ranges from under 18 through 55+ the majority of the drug type incidents were Class B drugs. The highest rate of Class B drug type incidents fell to 36-40 100% (8), 41-45 100% (6) and 55+ 100% (6). The age ranges for Class D that followed the closest were 31-35 79% (11) and 25-30 77% (34). The only age range in which Class D drug type incidents trumped Class B was Under 18 53% (8).

Location Type/Police Shift

            During the day shift, the most common location types of known gang offender incidents were in cars and in the offenders’ residences (26%, n=6). During the evening shift, cars were the most common location type (32%, n=9). During the midnight shift, the street was the most common location type (40%, n=6). Incidents typically occur in cars during the day and evening shift, then notably decline by the midnight shift.

            Offenders under the age of 18 and between the ages of 25 and 30 were most likely to be involved in warrant related incidents (44%, n=4) (33%, n=3). Offenders who were aged between 18-24 were also likely to be involved in warrant related crimes (15%, n=7). Violent crimes such as ABDW, ADW and A7B were also more likely to be committed by offenders aged between 18 and 24 (13%, n=6).

            Despite the decline in known gang offenders incidents by night shift, ABDW incidents occurred exclusively during the night shift (13%, n=2). However, incidents of threats and harassment occurred only during the day shift (9%, n=2) and the evening shift (11%, n=3).             More known gang offenders under the age of 18 were involved in incidents at their own Residences (44%, n=4) than gang offender between ages 25 and 30 (22%, n=2), despite equal populations of both age ranges (n=9). By a large number, most offenders involved in incidents occurring in cars were between 18 and 24 (32%, n=15).

Of the 232 incidents, 158 of them involved an active shooting in some way. A vast majority of these cases (69%, n=109) were committed by offenders of an unknown age but the highest offender rate of the known ages was 18 – 24 years old (15%, n=23). In fact, of all the known ages almost all of the active shootings came from offenders under the age of 30, (27%, n=42), while only a total of 7 active shootings came from anyone over the age of 30 (<4%). Also, for incidents just involving the possession of a firearm 18 – 24 year old's were also the highest in that category (36%, n=27).

Fifty one percent (n=81) of all active shooting incidents occurred on the evening shift from the fours of 4pm to midnight. The least busy shift for officers in regard to active shootings was the day shift (18%, n=29), while the midnight shift fell in the middle range between the two (30%, n=48). The possession of a firearm incidents followed the same pattern with the evening shift having (54%, n=40), the day shift having (19%, n=14), and the midnight shift being in the middle with (27%, n=20).

The most common place for an incident to occur was the street with (19%, n=14) of the active shootings and (27%, n=20) of the possession incidents taking place. The least common incident location was schools with (2%, n=3) of the active shootings and no firearm violations (0%, n=0).

Only 170 total incidents had a victim involved with them. Of the Incidents that had an active shooting of a firearm, (56%, n=88) of them had a victim who was injured while (44%, n=70) the victim or victims were unharmed. None of the possession of a firearm incidents resulted in an injury.

Three different days of the week were all tied for the greatest number of active shootings; Wednesday, Saturday, and Sunday, all had (18%, n=28) of the incidents. The least number of incidents occurred on Tuesday and Friday’s, with only (10%, n=16) of the incidents taking place. It is interesting to note that both the weekend and middle of the week had the highest number of shootings and then it dipped below those points for the rest of the week. For possession of a firearm incidents, Thursday had the most at, (22%, n=16). The least was on Wednesday with only (9%, n=7). It is also interesting to see that while Wednesday is tied for the most shootings out of any day of the week it is the lowest for possession incidents.
